Our experience in designing and implementing performance management systems has led us to the conclusion that perception of a government is determined by the following heuristic relationship:

Perception of Government Performance = 1 + 22 + 33
1 = Actual Achievements against targets
2 = Quality Citizen / Client Interface
3 = Effectiveness of Grievance Redress
