Workshop on Budgeting Reforms and Monitoring and Evaluation of Government Departments

Bharti Institute of Public Policy, Indian School of Business, hosted a high level delegation from the Cambodian Ministry of Economy and Finance led by H. E. Dr. Hel Chamroeun, Deputy Minister of Finance, and Mr. Meas Soksensan, Secretary General of Finance, from December 20-23, 2016. Following a presentation made by Prof. Prajapati Trivedi, Senior Fellow (Governance) at Bharti Institute and Adjunct Professor of Public Policy, ISB, in Phnom Penh, Cambodia, in 2014, the Cambodian delegation was primarily here to study India’s highly regarded experience with performance monitoring and evaluation system for government departments. In addition, they were interested in the on-going budgetary reforms in India. The study tour included an intensive workshop organized at hotel Taj Mansingh in Delhi, and visits to the offices of the Controller General of Accounts and the Ministry of Finance, North Block. The workshop led by Prof. Trivedi included other speakers such as Mr. Sanjai Singh, Chief Controller (Pension) in Ministry of Finance, Dr. Rathin Roy, Director, National Institute of Public Finance and Policy, Dr. Subhash Pandey, Additional Secretary and Financial Adviser for three Departments (Industrial Policy and Promotion, Heavy Industries and Pubic Enterprises), and Mr. Naresh Jha, Director (Budget), Ministry of Finance.

Welcoming the delegation, Mr. Pradeep Singh, Deputy Dean and CEO of Mohali Campus of ISB, said that this engagement with the Royal Government of Cambodia is consistent with the ISB’s strategic initiative to focus on our Asian neighbours to the east. Mr. Singh highlighted the unique comparative advantage of Bharti Institute as a public policy think tank located within a world class business school. This allows ISB to not only generate cutting edge ideas in the public policy space but also facilitate their effective implementation.

Cambodian delegation also made a presentation about their reform of public financial management systems to an invited audience of distinguished civil servants. The list included former secretaries to government to of India such as Mr. K. Padmanabhaiah (former Home Secretary), Mr. Shyamal Ghosh (Former Chairman of TRAI), Mr. Pawan Chopra (Former Secretary I&B), Mrs. Radha Singh (former Secretary  Agriculture), Mr. JNL Srivastava (former Secretary Agriculture), Mr. V. Agnihotri (Secretary General Rajya Sabha), and Dr. Udesh Kohli (former CMD, Power Finance Corporation). The Cambodian delegation was struck by the openness of the Government officials and the warmth and affection of everyone they met. The head of the Cambodian delegation, Dr. Hel Chamroeun, Deputy Minister of Finance, said that he expects this visit to be a beginning of a long and fruitful collaboration with the Indian School of Business (ISB).
