The use of performance measurement enables public organizations to provide services with improved efficiency, as well as increasing transparency and accountability toward citizen stakeholders. Much of the emphasis has focused on developing appropriate performance measures, with less emphasis on implementing performance measures in public and nonprofit organizations.
